Distinguished Dato’ Professor Dr. Rajah is a leading expert in the economics of innovation, a field he began exploring in depth during his doctoral studies at Cambridge University. His early academic journey laid the foundation for a career dedicated to understanding how innovation drives economic progress.
Since that time, he has emerged as a global leader in the fields of innovation and development. He developed the groundbreaking Systemic Quad model, which has redefined how strategic clustering influences global employment, wage growth, and sustainable development.

Among all his outstanding accomplishments, receiving the Celso Furtado Prize from the World Academy of Sciences in the field of social sciences was his proudest achievement thus far.
In 2018, Dato’ Professor Dr. Rajah was honoured with the Merdeka Award for Outstanding Scholastic and Academic Achievement. This prestigious award, presented by the Merdeka Award Trust, recognises individuals and organisations that have made exceptional contributions to Malaysia in their respective fields.
A Journey of Perseverance: From Humble Beginnings to Academic Excellence
Driven by the belief that one should never give up on a noble and honest pursuit, Professor Rajah has shown remarkable perseverance and determination since childhood. As the tenth of thirteen siblings, he grew up in a household with limited financial resources. Despite these challenges, he excelled academically and proudly represented his school in inter-school quizzes on history, geography, and general knowledge.

In 1974, he was honoured as the top history and geography contestant at the district level, and the following year, he won the Peraduan Syarahan Bahasa Malaysia Kelas Muhibbah, a district-level Malay language public speaking competition. His academic journey continued in 1978 when he enrolled in an undergraduate program at Universiti Sains Malaysia.
An Illustrious Career
After completing his PhD in 1992, Dato’ Professor Dr. Rajah began his academic career at Universiti Kebangsaan Malaysia (UKM). His scholarly perspective has been enriched through fellowships and public lectures at prestigious universities around the world.
In recognition of his expertise, he was appointed by the United Nations Industrial Development Organization (UNIDO) as the principal author of the 2009 World Industrial Report. He was also entrusted with applying his Systemic Quad model to analyse the impact of strategic clustering on employment, wages, and sustainable development across various countries and industries—including the automotive sector in Argentina and Indonesia, paper and pulp in Brazil, salmon in Chile, computers and components in Nigeria, buttons in China, clothing in Cambodia, leather in India, agro-processing in Laos, and electronics in Malaysia.

Dato’ Professor Dr. Rajah has played a key role in shaping international development reports focused on industrial policy, as well as science, technology, and innovation strategies in developing countries. His expertise has been sought by major global institutions, including the World Bank, UNIDO, UNCTAD, UNDP, UNESCO, WIPO, and the ILO, where he has frequently served as the principal researcher or project lead. He is currently serving in the Office of the Executive Director at the Asia-Europe Institute, University of Malaya.
Dato’ Professor Dr. Rajah’s remarkable journey from humble beginnings to international recognition stands as a powerful reflection of the impact of perseverance, vision, and intellectual dedication. His contributions to the economics of innovation and global development have not only shaped academic thought but have also informed real-world policies that continue to impact lives across the globe.
Through his pioneering work, particularly the Systemic Quad model, and his collaborations with leading international organisations, he has helped bridge the gap between theory and practice in addressing global challenges. As a scholar, mentor, and policy advisor, Dato’ Professor Dr. Rajah’s legacy is one of enduring impact—both in Malaysia and far beyond.
