Perbadanan Nasional Bhd (Pernas) has officially launched the ‘SOORIAN’ programme, a new initiative designed to empower greater participation of the Indian community in entrepreneurship and the franchise industry.
Deputy Minister of Entrepreneur Development and Cooperatives, Datuk Seri R. Ramanan, said the programme will benefit 1,000 participants, offering comprehensive support worth RM54.5 million. The assistance covers training, revolving financing, loan facilities, and capacity-building initiatives to strengthen entrepreneurial skills and business opportunities.
“Participants will undergo training based on their skills and will be placed in suitable sectors with a minimum salary between RM1,700 and RM2,800. Out of this number, 500 participants will be guaranteed 100 per cent job placement,” said Datuk Ramanan.
The two-year programme, running from Jan 1, 2026 to Dec 31, 2027, focuses on franchise training, job placements, and franchise development among Indian entrepreneurs.

As part of its components, the SOORIAN initiative also includes a Halal awareness programme targeting 50 companies, with at least 10 expected to obtain Halal certification and 20 to potentially join the Franchise Development Programme (FDP). Additionally, 400 small entrepreneurs will receive microfinancing assistance, while 100 franchisees and license holders will be eligible for franchise or licensing financing facilities.
Datuk Ramanan added that applications are now open, and interested individuals may apply online via the Pernas website or directly at Pernas offices. The programme is open to Malaysian Indians aged 18 to 60, either as individuals or company representatives. All participating businesses must be syariah-compliant and properly registered.
Pernas Chief Executive Officer Datuk Nur Azam M. Taib said the franchise model continues to serve as a strong platform for economic growth and inclusivity within the Indian community.
