The Malaysian Communications and Multimedia Commission (MCMC) is proposing a new regulation to limit the number of prepaid SIM cards that Malaysians can register with telecommunications companies. This initiative aims to control fraud and misuse of mobile numbers.
Deputy Communications Minister Teo Nie Ching announced that under the proposed rule, Malaysians will be allowed to register a maximum of two prepaid SIM cards per telecommunications company. Foreign nationals residing in Malaysia will also be restricted to a total of two prepaid numbers, regardless of which telecom provider they choose.

Currently, Malaysians can register up to five prepaid SIM cards per telecom company, allowing individuals to hold over 20 active prepaid numbers across multiple providers.
The new regulations are expected to be introduced in the first quarter of next year. The Malaysian Communications and Multimedia Commission (MCMC) is currently conducting public consultations on the proposal to cap the number of prepaid SIM cards at two per citizen for each telecommunications company.
