Malaysia’s Housing and Local Government Minister Nga Kor Ming has emphasised that keeping cities clean is a collective duty of citizens, local authorities and government, warning that harsher penalties for littering will come into force from January 1, 2026.
In a statement, Nga expressed his disappointment at ongoing littering, particularly in city centres and popular public places and stressed that irresponsible behaviour damages Malaysia’s image as it prepares to host Visit Malaysia 2026.

He said that while the Solid Waste and Public Cleansing Management Corporation (SWCorp) and local authorities will continue to carry out cleaning operations and enforcement, success hinges on the cooperation of the public.
From January 1, tougher action will be taken against those caught littering in public, including:
- Fines of up to RM2,000
- Additional penalties such as community service (up to 12 hours within six months) aimed at educating offenders and promoting a sense of civic responsibility.
Nga urged people to dispose of waste responsibly, especially during festive seasons and crowded events saying clean cities refelct5 a cultured society and are essential to creating comfortable and sustainable urban environments for future generations.
