Selangor’s Exco for Human Resources, Poverty Eradication, and Orang Asli and Minority Affairs, V. Papparaidu, has announced that he will hold a joint press conference with the Batu Caves temple management on January 25, 2026 to address concerns over the proposed escalator construction at Batu Caves.
Papparaidu stressed that the meeting is aimed at clarifying outstanding issues amicably and ensuring harmony, especially with the upcoming Thaipusam festival around the corner. He said there is no intention to prolong the controversy in a way that could disrupt preparations for the important religious celebration.

Papparaidu highlighted a key legal concern which is old court orders dating back to the 1930s cannot override modern laws. He explained that such historical rulings, which may relate to trusts or trustees, sit below current parliamentary legislation particularly laws enforced by the Registrar of Societies (ROS).
The Selangor government recently rejected a Temporary Occupation License (TOL) application for commercial use, including the proposed escalator project, on constitutional grounds. According to officials, the application was submitted in an individual’s name rather than via a registered association, which goes against the National Land Code that generally only allows approvals to be issued to organisations registered with the ROS.
The state government is still awaiting a complete report on whether the Sri Mahamariamman Temple Devasthanam Association is properly registered with the ROS, a condition previously set as a prerequisite for approval.
