Health Minister Dr Dzulkefly Ahmad has announced that all government hospitals and clinics will be fully equipped with the Electronic Medical Record (EMR) system by 2029, marking a major step towards a nationwide digital healthcare system.
This implementation will involve 150 hospitals and over 3,000 clinics across the nation. The rollout begins in 2026 with the EMR system being introduced in 16 hospitals, followed by 25 hospitals in 2027, 46 in 2028 and 49 in 2029.

Under the One Citizen, One Record initiative, health clinics will adopt a cloud-based clinical management system, while hospitals will operate through an integrated Hospital Information System. Currently, 160 health clinics have already implemented the system, and this number is expected to reach 200 clinics by the end of the year.
By 2029, more than 3,000 clinics including maternal and child health clinics, community clinics and rural clinics are expected to be fully digital under the EMR system, ensuring seamless patient records and improved service delivery.
Dr Dzulkefly also shared that RM76 million has been allocated to upgrade 154 health clinics and rural clinics in Sabah over a three year period starting from year 2023.
