Education Minister Fadhlina Sidek has assured that the implementation of the Malaysia Learning Matrix (MPM) for Year Four and Form Three students will not signal a return to school rankings or grading systems.
Speaking in the Dewan Negara, Fadhlina said the Ministry of Education’s focus remains firmly on integrity, early intervention and student development, rather than competition between schools or unnecessary academic pressure on students and teachers.
“The Learning Matrix is focused not on school rankings or unhealthy competition, but on identifying students mastery levels so that support and early intervention can be provided,” she said, adding that the system is designed to be diagnostic rather than punitive.
Focus on Mastery, not Competition
Fadhlina explained that the MPM is aligned with the School-Based Assessment domain under the National Education Assessment System, ensuring assessments reflect students actual understanding and learning progress. The data gathered will be used to strengthen literacy, numeracy and science competencies while supporting a more holistic evaluation of student performance.
She was responding to a supplementary question from Senator Che Alias Hamid, who raised concerns over whether the new assessment framework could unintentionally reintroduce school ranking practices.
According to Fadhlina, the assessment outcomes will also assist teachers in planning targeted remedial programmes without disrupting the existing syllabus, allowing for timely and focused interventions where needed.

Safeguards for Student Well-Being
The education minister emphasized that the ministry would closely monitor implementation of the Learning Matrix to prevent any misuse that could negatively affect student well-being.
“We want to make sure assessments truly reflect students’ mastery and are not used as a source of stigma or pressure,” she said.
The Year Four Learning Matrix is scheduled to be introduced in October 2026, while the Form Three assessment will be rolled out in 2027, in line with the 2026-2035 National Education Blueprint. With the new framework, the ministry aims to strike a balance between accountability and care, ensuring meaningful assessment without reviving practices that places undue stress on students or educators.
