As a step to strengthen more access to early education, the Malaysian Indian Transformation Unit (MITRA) has opened applications for the Celik MADANI 2026 Early Education Subsidy Assistance, which is aimed to support children from the B40 families.
This initiative was announced in Putrajaya, and it reflects on MADANI Government’s ongoing effort to make sure no child is left behind to receive quality and inclusive early education.
RM12.65 Million is allocated under this programme, and is expected to benefit 5,000 children from aged 4-6 years.
The assistance includes, monthly preschool fee subsidy of up to RM150 and breakfast assistance of RM80 per child. The subsidy will be given directly through participating kindergartens, depending on the fees approved by the Ministry of Education Malaysia (KPM).

The Celik MADANI initiative is made not only to ease the financial burden on low-income families but also to highlight the importance of early education in a child’s development.
Preschool plays a important role in shaping a child’s thinking skills, social and emotional growth. By expanding access, the government hopes to build a stronger foundation for future learning and long-term success.
Who Can Apply
Applications are open to registered private Tamil kindergartens under Ministry of Education, that fits the specific criteria:
- Enrollment of Indian children from B40 families aged 4-6
- Valid and active registration with the ministry
- Implementation of the national preschool curriculum
- Use of Tamil, Malay, or English as the main medium of instruction
Kindergartens must ensure all required documents are submitted including parent consent letters and quality assessment scores.
Application Details
Application must be submitted online and will be open from 1st May-20th May 2026. The operators are advised to review carefully on the application guidelines to ensure all conditions are met, as incomplete or late submission will not be considered.
