FINAS Strengthens Welfare Support for Artistes Through EPF and PERKESO Collaboration

The National Film Development Corporation of Malaysia (FINAS) is enhancing social protection measures for local artistes through a strategic partnership with the Employees’ Provident Fund (EPF) and the Social Security Organisation (PERKESO), with the backing of the Federation of Malaysian Film Associations (GAFEMA).

Chief Executive Officer Datuk Azmir Saifuddin Mutalib explained that the collaboration enables artistes to enroll in PERKESO’s Self-Employment Social Security Scheme (SKSPS) and the EPF’s voluntary i-Saraan scheme, providing them with long-term financial security and welfare support. He added that 200 veteran artistes have already been approved to receive benefits under the PERKESO SKSPS scheme.

“FINAS has also sponsored the opening of 1,000 i-Saraan accounts, with the quota available until September 2025. Priority will be given to artistes who have not previously registered,” he said after presenting PERKESO contributor certificates and EPF membership certificates to local artistes.

He added that FINAS is considering proposals to introduce special incentives or dedicated funds for veteran artistes, aimed at encouraging their continued contribution to the industry. He stated that amendments to the FINAS Act will be tabled in Parliament in the future, focusing on the welfare of production workers, including insurance coverage and mandatory contributions linked to film licences and certificates.

According to PERKESO data, the number of registered artistes rose sharply from 690 in 2020 to 9,000 in 2024. In addition, i-Saraan contributions from the arts industry surpassed RM23 million, involving 3,900 workers, with total savings amounting to RM231 million.

These initiatives mark a significant step forward in strengthening the social security network for those in the creative sector. With the support of FINAS, EPF, and PERKESO, artistes across all communities stand to benefit from greater financial protection and long-term stability. Malaysian Indian artistes, too, can take advantage of these schemes, ensuring that their contributions to the nation’s cultural and creative heritage are sustained and supported for the future.
