The government has allocated RM1.08 billion this year to enhance early childhood education and preschool programmes, Deputy Education Minister Wong Kah Woh told the Dewan Rakyat.

Of the total RM 1.077 billion is set aside for emoluments, while RM9.25 million will go toward non-emolument expenses. Wong Kah Woh said the Ministry of Education has also earmarked RM3.38 million for developing modules and training for preschool teachers in preparation for the 2026 Preschool Curriculum, which will be introduced next year.

“This allocation covers pedagogical training, professional skills, curriculum mastery, as well as the inculcation of moral values and the development of students’ character,” Wong said.

He added that the ministry has begun developing training modules, conducting value-operation workshops and organising programmes to enhance teachers professionalism, all in line with the National Education Philosophy and the Malaysia Education Development Plan (PPPM) 2013-2025.

According to Wong, curriculum orientation training is being conducted in phases this year, involving jurulatih utama (master trainers) at national, state, and distinct levels before being rolled out to preschool teachers nationwide. The initiative aims to ensure that teachers fully understand the new curriculum and can strengthen the overall teaching and learning process.

Wong also noted that the Education Ministry received RM64.1 billion in total allocations for 2025, comprising RM57.8 billion for operational expenditure and RM6.3 billion for development expenditure. Of the operational allocation, RM46.7 billion (or 80.8 per cent) goes toward emoluments, while RM11.1 billion (or 19.2 per cent) is for non-emoluments.
